Pakistan - Nuovo tentativo di omicidio contro un giornalista

Naveed Kamal, journaliste de la chaîne Metro One TV, se trouve dans le coma après avoir été blessé par balle à la tête, la nuit du 20 avril 2011, à Karachi, dans la province de Sindh (sud). Deux motocyclistes non identifiés, selon un mode opératoire relativement fréquent au Pakistan, ont tiré sur le journaliste alors qu'il rentrait chez lui après sa journée de travail.
Reporters sans frontières condamne la vague d'attaques qui vise la presse pakistanaise et qui met en alerte la communauté des journalistes. "L'agression laisse toute la profession en état de choc et de stress", a declaré Pervaiz Shaukat, le secrétaire général de la Pakistan Federal Union of Journalists. L'association a donné aux autorités un délai limite de 48 heures pour agir et trouver les coupables, avant de lancer un appel à une manifestation nationale.
Le ministre de l'Information de la province de Sindh, Sharjeel Memon, s'est excusé devant la Karachi Union of Journalists pour la récente série d'attaques délibérées contre les professionnels des média.
Naveed Kamal est le troisième journaliste cette année à avoir été directement visé par des tueurs, dans la ville de Karachi. Zaman Ibrahim, reporter spécialiste du crime organisé Extra News, et Wali Khan Babar, professionnel de Geo TV, ont été respectivement assassinés le 2 avril 2011 et le 13 janvier 2011. Le 12 avril 2011, au Punjab (nord-est), un autre journaliste de l'agence afghane Benawa et de l'agence pakistanaise Independent News Pakistan, Abdullah Bhittani, a été cible d'une tentative d'assassinat de la même nature.

A Rising Civilian Death Toll on the Afghan-Pakistan Border

The independent Human Rights Commission of Pakistan has just released its report on the State of Human Rights in 2010. The numbers on deaths in the ongoing militant and covert U.S. conflict are not good. The Commission estimates 1,041 civilians were killed in suicide attacks in 2010, 2,542 total. Meanwhile, "US drones strikes were responsible for 957 extra-legal killings." The BBC points out that "the number of people killed by the army is not mentioned, but it estimated to be in the region of 600-700."
The BBC also notes that these numbers "show a rise in the numbers being killed in Pakistan's conflict," as "BBC research published last July suggested 1,713 people had been killed by militants over the preceding 18 months, while 746 people had died in drone attacks during the same period." Though it's a bit of an apples-to-oranges comparison, as numbers are hard to verify and these are two different outlets measuring two different, overlapping lengths of time, the increase seems undoubtedly to be a large one. One very crude way of shaking the numbers out would be a monthly average: between January 2009 and July 2010 there was a rough monthly average of 140 deaths in the conflict. Between January 2010 and December 2010, it was a monthly average of 290--more than double the earlier number.

Libertà su cauzione per il dott. Bianayak Sen – 15 Aprile 2011


New Delhi: La Corte Suprema Indiana ha concesso la libertà su cauzione al dott. Binayak Sen, riconosciuto colpevole  del reato di sedizione e condannato al carcere a vita alcuni mesi fa da un tribunale dello stato del Chhattisgarh.
L'Alta Corte ha inoltre osservato che non è possibile accusare Sen di sedizione. "L'India è una democrazia. Anche se Binayak Sen fosse un simpatizzante dei Naxaliti, questo non  costituirebbe un motivo rilevante per un'accusa di sedizione nei suoi confronti" ha affermato la corte. I giudici hanno anche sottolineato che il possesso di pubblicazioni a sostegno dei Naxaliti non è sufficiente a provare il reato di sedizione.

Buone notizie dall'India.

Faizan Rafiq Hakeem, 14 anni è stato rilasciato il 5 aprile 2011 dalla polizia dello stato di Jammu e Kashmir. Era stato arrestato all'inizio di febbraio sulla base del controverso Atto sulla sicurezza pubblica, di cui da anni Amnesty International chiede l'abrogazione. L'organizzazione per i diritti umani si era mobilitata sul caso di Hakeem, lanciando anche una campagna di messaggi via Twitter indirizzati al primo ministro dello stato di Jammu e Kashmir.

Azione urgente attivista politico rapito in Pakistan 1

Muzaffar Bhutto, un vecchio dirigente del Partito nazionalista dei Sindhi del Pakistan,  il 25 febbraio è stato rapito per la seconda volta  da agenti dell’intelligence vestiti in borghese e dalla polizia. Sua moglie è preoccupata per la sua vita, perché Muzaffar soffre di gravi problemi di salute. Amnesty International teme che possa essere torturato o maltrattato durante la detenzione.
Muzaffar Bhutto è Segretario Generale del  Jeay Sindh Muttaheda Mahaz (JSMM), un partito politico che chiede al Pakistan una maggiore autonomia della provincia del  Sindh. Il 25 febbraio stava viaggiando nella sua auto con la moglie e il fratello più giovane,  quando furono fermati da circa venti uomini in borghese che scesero da  un auto senza targa;  erano accompagnati da alcuni poliziotti che rimasero ad aspettare nella zona di Piazza  Saeedabad  a  Hyderabad, nella provincia del Sindh. Secondo i resoconti dei testimoni, dopo un breve tafferuglio durante il quale la polizia sparò tre colpi in aria,   Muzaffar Bhutto, minacciato da un fucile, fu arrestato  con la forza.

La moglie di Muzzafar Bhutto  presentò alla polizia una domanda per un primo rapporto informativo per determinare cosa fosse successo a suo marito. Presentò inoltre un’istanza contro la direzione dei servizi d’Intelligence (ISI) e la polizia del distretto il 28 febbraio.  I rappresentanti della polizia e dell’ ISI difficilmente si presenteranno alle udienze in particolare quando queste riguarderanno i casi di sparizione forzata.

La moglie di  Muzaffar Bhutto teme per la sua vita perchè crede che sia detenuto in un centro di detenzione segreta e che possa essere torturato o maltrattato e soprattutto perché suo marito soffre di asma e ulcera e inoltre soffre a causa di un ‘operazione alla colonna vertebrale a cui si è dovuto sottoporre in seguito alle ferite rimediate, secondo quanto si riferisce, a causa delle torture subite durante il precedente rapimento, che ebbe luogo il 6 ottobre del 2005.

Dopo il primo rapimento il suo destino restò ignoto fino all’ 8 novembre 2006, quando passò sotto la custodia della polizia della città di  Jamshoro nel Sindh. La polizia disse che aveva arrestato Muzaffar e lo aveva accusato di aver tentato di bombardare un gasdotto. Fu poi trasferito al Carcere Centrale di  Hyderabad. Fu poi giudicato da un tribunale dell’antiterrorismo e dopo aver affrontato una serie di dibattimenti fu rilasciato il 5 gennaio del 2009. Secondo quanto hanno detto i parenti di  Muzzafar, sarebbe stato detenuto da agenti dell’ ISI.  Muzaffar Bhutto ha inoltre dovuto affrontare altre accuse di terrorismo relative a distruzioni di infrastrutture governative, ma  in relazione a queste accuse è stato assolto o rilasciato su cauzione.

SCRIVERE IMMEDIATAMENTE
Esprimendo preoccupazione per il fatto che Muzaffar Bhutto non è stato visto nè sentito dal  25 febbraio;
Chiedendo alle autorità di portare avanti un’indagine immediata e imparziale sul luogo di detenzione di Muzaffar Bhutto, di informare di ciò i familiari e di assicurare che chiunque, anche ai massimi livelli,  sia responsabile di  sparizioni forzate, sia  processato prima possibile, di garantire alle vittime riparazioni per i torti subiti;
Chiedendo l’immediato rilascio di Muzaffar Bhutto o il suo trasferimento in un luogo di detenzione riconosciuto e ufficiale. In questo caso dovrebbe essere accusato di un crimine riconosciuto a livello internazionale e giudicato da una corte indipendente;
Chiedendo che Muzaffar Bhutto non sia torturato o maltrattato, possa vedere i familiari, gli avvocati, che dovrebbero essere scelti da lui stesso, che riceva il trattamento medico richiesto dalle sue condizioni di salute.
